### Responsibilities
This position is located in the Customer Service Division (CSD) of the Coast Guard Pay and Personnel Center (PPC) and is the premier military pay, personnel, and travel resources systems provided for the U. S. Coast Guard, Public Health Service (PHS) and National Oceanic and Atmospheric Administration (NOAA) providing unsurpassed service to more than 157,000 customers daily. The mission of the office consists of providing highly detailed and complex guidance, instruction, and facilitation for all end users of the military pay, personnel, and travel systems.
You will serve as a Training Specialist responsible for the creation, development, and design of training materials and courses including job aids, tutorials, user guides, classroom instruction, virtual online instruction, surveys, testing, and the collection of data. Your assignments will require an expert level of knowledge in multiple software programs.
Being a Coast Guard member makes you a valuable member of the Coast Guard team. Typical work assignments include:
* Creating, developing, and designing of training materials and courses.
* Developing and deriving performance objectives, measures for performance and the tools to analyze student progress.
* Serving as departmental support for the coordination, development, and review of various training and educational programs including innovative computer based virtual, face to face, and facilitated deliveries.
* Serving as a subject matter expert in software applications and developmental scenarios for system designers and developers leading to a comprehensive and understandable product for end users.
* Using a variety of methods, media, materials, personnel, equipment, and software applications to relay effective and efficient learning for students and audiences.

### Qualifications
**To qualify for the GS-07 level, applicants must meet one of the following requirements:**
**Specialized Experience:**Applicant must have a minimum of one (1) year of specialized experience equivalent to at least the GS-05 grade level in the federal service. Examples of specialized experience include developing educational, training, or instructional materials for educational programs, such as for virtual online classrooms, instructor led classrooms, or system job aids; supporting training or educational programs by consulting with topic subject matter experts; demonstrating communication skills by coordinating education or instructional material content accuracy; and ability to verbally conduct trainings in a clear and concise manner.
**OR**
**Education**: One (1) full year of graduate level education; **OR** Superior Academic Achievement: (a) In the upper one-third of my graduating class; (b) GPA of 3.0 or higher out of 4.0 based on 4 years of education or during the final 2 years of the curriculum; (c) GPA of 3.5 or higher out of 4.0 based on the average of required courses completed in major or required courses in major completed; (d) Member of a national scholastic honor society accepted by the Assoc. of College Honor Societies.
**OR**
**Combination of Experience and Education**: Applicant has a combination of post high school education and specialized experience that together meet the qualification requirements for this position.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
